You must never purchase lists and mail to them – this is what most people would call Unsolicited Commercial Email (aka spam). Legitimate email service providers and Internet service providers prohibit this type of list from being sent from their networks.
Explain clearly what people will receive in return for their emails: tips, tricks, news, case studies, special offers, promotions, or whatever you will send them. I.e. give a solid reason to subscribe to your mailing list.

We HATE being contacted by you, and feel violated each time it happens. People all over the world make fun of marketers of all sorts, and wish it were illegal for you to contact us in any manner. BUSINESS EMAIL LIST – GENERIC EMAIL ADDRESSES: Sending your offer to email addresses like: “email@example.com” will result in few responses. Generic email addresses are very common with restaurant email lists, attorney email lists, and other business email list sellers. These types of email addresses are an indicator that the email addresses were compiled from web crawlers. For a successful email list campaign you need the email address of restaurant owner/partner … not info.

That’s not to say that I endorse this as a business practice. I don’t. BUT, it does show that relevance may trump permission when it comes to email marketing. And it’s pretty darn hard to buy a list outright and be anything close to relevant to all of the recipients.
Take Social, you can leverage Social channels such as Facebook and Twitter to deploy campaigns (you no longer have to be a coded / programmer), there are wizard-based tools for doing this to create Apps that are publishing directly to these channels. When people respond to your App (e.g. Photo Contest, Refer-A-Friend for incentive, etc.) they opt-in to direct communications and provide an email address and address (or whatever it is you customise that you wish to capture). These people are then immediately available for your direct marketing campaigns.

These filters can interfere with the delivery of email marketing campaigns, even if the person has subscribed to receive them, as legitimate email marketing can possess the same hallmarks as spam. There are a range of email service providers that provide services for legitimate opt-in emailers to avoid being classified as spam.
So, the next time a vendor offers you 10 million emails for $500, think very hard about whether you’re really willing to flush five hundred bucks down the toilet. Because that is precisely what you’ll be doing…
Note that not every email you send has to have some way of profiting in it; just make sure the readers enjoy it, make sure they like you and they like your emails. Make your readers feel as though they can trust you and everything you say in your emails.
