You must never purchase lists and mail to them – this is what most people would call Unsolicited Commercial Email (aka spam). Legitimate email service providers and Internet service providers prohibit this type of list from being sent from their networks.

This creates a subject that is too vague, and one that might be construed as spam. Thirty years in the list industry, and for the first time I’m witnessing an infection contaminate the reputation of our list industry. I’m referring to the recent explosion of new start-ups … with little history in the list industry … that are peddling bogus email addresses.
Bottom-line, quality “opt-in” email addresses … with strong guarantees … cost a lot of money, usually 20+ cents per name. Very expensive but if you’ve a strong offer and a well priced product, then a quality email list will generate a positive ROI.

Create a welcome series of automated emails specifically designed for new subscribers. This is a great place to answer common questions, deliver free and valuable education, and make subscribers fall in love with your company and emails.
That’s not to say that I endorse this as a business practice. I don’t. BUT, it does show that relevance may trump permission when it comes to email marketing. And it’s pretty darn hard to buy a list outright and be anything close to relevant to all of the recipients.
