I’ve found giveaways are a good way to build up your email list. This gives incentives for people to willing give you their email in exchange for a chance at winning something. Also searching forums related to your niche is a good way to find people who are interested in what you are selling.
People like more choices, so consider creating subscription levels that let people sign up to receive content that’s relevant to them. For example, if you sell widgets and tax advice, provide three options on your opt-in form that allow users to sign up to receive info about widgets, info about tax advice or both. Further customize by allowing them to designate how frequently they’d like to hear from you — weekly, monthly or only when something really special is going on. People may be more likely to sign up for your email list if they have some control over the content they’ll receive.
In addition to the things above, you can consider other lead magnets such as an exclusive discount, a subscriber-only bonus, a free trial, a free consultation, a contest giveaway, or whatever you think your target audience might want.
Remember that this is perceived value, so giving people things that cost you anything (except time) can still have this same effect. Apply this to your email marketing efforts by surprising subscribers with free stuff. Blog posts don’t count, because there is no surprise there; people EXPECT them to be free.
The great thing about CTA’s are that you can change them for free – they are all yours, and it’s your imagination that sets the limit. You will probably spend some time coming up with the best CTA’s, but I guarantee you it’ll be worth it!
All direct marketing communications must include some method with which to track responses. A call to action might direct customers to call a specific number exclusive to that campaign, or to click on a link to a website with a landing page that exclusively handles responses from a given campaign (See also Post-Click Marketing). This hack should take up no more than two lines in your email signature. As you can tell, I prefer a short, get-to-the-point way of promoting the newsletter. If you design your signature well enough, it will seem like you are offering the receivers of your emails an extra treat every time you send them an email. 
But I think I’ve seen similar ones finding that users absolutley hate popups. Some will just throw an email in there to get them to go away. Others “x” out of them before they load and never come back.
If you find a source of prospects from a targeted website and purchase an email list … you pretty much know they are visiting the website for certain reasons but I suppose this list could be useless too

There might be a signup in a popover, a signup at the top of a blog post, another one at the bottom. However, there is some juice when you buy emails list. If you buy 100,000emails and 85,000 happens to bounce it means you have a conversion rate of 15%. This is quite significant and why should I not buy if 15,000 are going to be good? How long does it take to have 15,000 people subscribe to ones list? If one is able to maintain and convert this 15,000 to become part of a sign up list, then can we not see that buying email lists could be a gold mine?
– Turn an article into a guide. This is the fastest way to create a lead magnet. If you already have multiple blog posts on your site, you can simply check out Google Analytics and see what’s most popular. Then, all you need to do is to take the top performing article and turn it into a PDF guide, report or e-book.
