You can create a list of the emails in a spreadsheet with each email in a different cell of the spreadsheet. These rentals can be pricey, though. For consumer email lists, prices run about $100 to $150 CPM (that’s “cost per mille,” which is fancy-talk for “cost per thousand”). So, that’s 10 to 15 cents apiece for a one-time rental of the email address. And if you have very specific “selects,” then the price can go up quickly.

Content upgrades will be your most powerful tool to get email subscribers. Also known as lead magnets, these are premium pieces of content you can freely offer to website visitors in exchange for their email addresses. You can use a single content upgrade to grow your list by thousands. 
– Pop-up boxes. Pop-up subscription forms do have merit if they are not annoying. Some email marketers place a pop-up subscription box front and center when a user visits the site. It used to crop suddenly up in front of your eyes while you are viewing the web page. You just can’t miss it. You can either subscribe or quickly close it if you don’t want to signup.
A naked signup form is not the best marketing tool. To entice your potential subscribers, provide them with a solid reason to give you their email address. If the reader sees a clear benefit, they’ll be more likely to subscribe.

Give them a brief statement of the benefits of enrolling — for example, exclusive offers and discounts only available to email subscribers.
Use varying types of email subscriptions to send more targeted content to specific segments of your marketing personas. Email recipients are more likely to click through emails that cater to their specific interests, so if you create multiple, targeted subscription types, you’ll increase the chance that visitors will subscribe to one of them.
In this tough economy, I understand how marketers are looking for a low cost way to reach their prospects, and unfortunately some are willing to risk $400 to give a low cost email list a try. However, if there’s a willingness to take that risk, then my only recommendation is to DEMAND some type of guarantee. If a list supplier is not willing to provide some type of “money-back” guarantee – then I highly recommend that a list is NOT purchased. Literally, the dollars might as well be flushed down the toilet.
Do you really need their postal address, job title, date of birth and telephone number? If you don’t really need all that data, don’t ask for it. People are understandably nervous when the form asks for too much personal information.
For sidebar opt-ins and pop-ups, it’s best to keep things simple and just ask for an email, but on segmented lists and specific landing pages, gathering a name lets you use this tactic to create strong, personal connections with subscribers.
A direct marketing campaign may use multiple communications channels including mail, e-mail, phones, and face-to-face contact (See also Direct Mail Marketing). Different channels will be selected based on the target group. I always Validate the Email Data first on all my lists, get all the data. You have to wash your email contacts first so you are compliant with Can Spam (#1) as well as to avoid IP Bans, blacklisting, bounce backs.
Select your target market – Who are you going to be marketing to? Try to get as specific and relevant as possible, only broadening your reach when you feel you need more people to reach out to. The more targeted your audience, the more targeted you can make your approach. Remember, however, that while adding data to flush out your target market is good, you need a way to actually collect this data and your audience.
I would rather create a targeted profile on face book and then filter the paid data by requesting all that data as friends. this way you can see who is real and you turn it into your list of prospects.

Using a purchased list means you’re not adhering to the ISP and email client guidelines. Furthermore, purchased lists often generate really high bounces, get flagged as spam by recipients and have low read rates.
If you practice email marketing you know how difficult it is to find relevant and free email lists. And even when you search for contacts databases, you have no guarantee that it will work for the success of your sales and business.
