You might have good content going out to your more established subscribers, but is it the right content for someone who’s just getting to know you? If not, consider this two-part strategy for onboarding new subscribers and maximizing engagement and conversion:

List fatigue is also a concern. Send an email asking subscribers what you can help with or what they’re most interested in these days. You can collect replies via surveys or by having people reply to you with their answers (if you can handle a decent volume of incoming mail, this is a nice personal touch that makes people feel appreciated).
Another type of electronic mailing list is a discussion list, in which any subscriber may post. It’s tempting to collect as much information on a user as possible right away, but adding too many fields to your landing pages and lead-capturing forms can actually scare people off. Reduce the length of your forms to just two to three fields — you can collect more information from them once you start a conversation.

All direct marketing communications must include some method with which to track responses. A call to action might direct customers to call a specific number exclusive to that campaign, or to click on a link to a website with a landing page that exclusively handles responses from a given campaign (See also Post-Click Marketing). Offer a reward for customers who buy something from you and show that they checked in at your business on Foursquare using their mobile device. When they do this, they’re telling everyone in their network that they’ve done business with you. Each month, reward the person who gave you the greatest exposure by offering a discount, and asking for their email address.

I bought a computer that did automated calling in the 90s for about $ 7000 and the result was a disaster. Probably not even .001 % ROI. Its been a while and I was considering buying an email list but after reading your comments, I will not do this. What about fax blasting? Is that an option?
